Eric Vekeman used to be a shopkeeper, selling groceries to his neighbours in the Belgian village of Zegelsem, East Flanders.After he retired, he planned wanted to convert his former shop into a garage in which to store his BMW.However, on seeking permission from the local council, he got a flat “no”.
