Cochrane returned to Britain a popular hero, but he had already made himself unpopular in important places in the British government, and the Admiralty chose to give Lord Gambier credit for the victory. Gambier and Cochrane were both members of Parliament, and when a vote of thanks to Gambier was proposed, Cochrane charged that Gambier had failed to follow up the attack at Basque Roads.

  1. With Napoleon impotent, Britain prepares a fleet to attack the United States. Lord Cochrane, chosen to be Captain of the fleet Flagship, is instead arrested, kept from the fleet, convicted of stock market manipulation; sentenced to the pillory and a year’s imprisonment; expelled from Parliament and the Royal Navy, stripped from the Order of the Bath. On the upside he is immediately re-elected to Parliament from his district of Westminster in the center of London; popular support and acclaim was so strident that the pillory was never used in Britain again. As Cochrane was the foremost combat British naval officer since Nelson’s loss, his absence was decisive (for the Americans) in close battles. This arrest probably saved Baltimore and New Orleans, in the subsequent battles of 1814 and 1815.

1862 The three States of Georgia, Florida and South Carolina, comprising the military department of the south, having deliberately declared themselves no longer under the protection of the United States of America, and having taken up arms against the said United States, it becomes a military necessity to declare them under martial law. This was accordingly done on the 25th day of April, 1862. Slavery and martial law in a free country are altogether incompatible; the persons in these three States — Georgia, Florida, and South Carolina— heretofore held as slaves, are therefore declared forever free.
