“Camps in place for that long leave the area completely saturated with human waste before its occupants decide to move on, Keith said. Drug paraphernalia and stolen items are also frequently found at those sites.
“I just want to make it clear, we are just as concerned about people that are down on their luck and they’re struggling and all that, but that’s kind of the exception to the rule,” Keith said. “We’re not running into that nearly as much as we are running into people that are using drugs and just have a problem with society in general.””
